YouTube has a hint that makes it easy to skip chapters. It acts like a search indicator, allowing you to move forward or backward for 10 seconds by tapping with one finger on either side of the screen.

First of all, you need to bring a video that has chapters in the YouTube app for iPhone, iPad, or Android. In the video below, you can see the chapters indicated in the search bar.

Now, all you have to do is double tap on the video. Double tapping on the right will move you to the next chapter, and double tapping on the left will move you to the previous chapter.
