A man with a gun causes police to respond outside the United Nations Headquarters in Manhattan: New York Police

A man armed with a rifle seen walking outside the United Nations on Thursday encouraged a massive police response and caused major delays in downtown traffic.

Police cars and officers were seen near East 42nd Street and First Avenue outside the United Nations Headquarters. The live stream at the top of this story shows the response.

The situation was first reported around 11am

As of 12:20 p.m., the man was still in a confrontation with the police as he put the rifle to his chest and pointed the barrel toward his head.

Earlier, the armed man was seen walking back and forth in front of flags outside the United Nations as at least one helicopter hovered overhead, videos in the Citizen app showed.

UN staff are sheltering in place, according to a journalist working for United nations.

People should avoid the area, and traffic has been backed up along FDR Drive, according to the NYPD.
